Rising Stars of Manga help

I was wondering if anybody knows what happaned to the rising stars of manga page it dosent owkr its just blank and so I have no idea what the rules are so can anybody please help me somehow to tell me thank you very much!!!!!

If you need to find anything else, your best bet is to type in a keyword in the search bar. (For instance, I found this page by typing in "Rising Stars of Manga" into the search bar and looking for a result that sounded like what I wanted.)
