i need help with cosplay tips

I plan on being Sakura from Naruto for Halloween. For something different I think I'm going to make it out of duct tape, and also I can't sew very well so duct tape should make it easier. I can't think of how to make the shorts that she wears under her dress, and I'm not sure what to do about the zipper on her dress. Any help would be very helpful. Maybe you can just get a pair of shorts and put tape over that. As for the zipper you don't have to make a real zipper. Just put a strip of tape over some fabric.
Ah yes, my ghetto-licious suggestions sure... suck.
