Well, you can't draw those in Manga Studio, but there is a way to made it and set it as custom tone.;)

First in Photoshop:

And when you apply the tone, it will automaticlly repeat the pattern for the whole page. You can also scale the tone under layer properties.

Interesting. I noticed in manga, sometimes the author uses a tone for the shadow of a face. It has the nicely dissolved effect like you see above but I cannot do that with an airbrush. How would I create that effect for a face?
