1-Se be able to take part if you are from another country ?
2 - be able to take part if you are under-age?

If it is possible to take part though i are not of america and if I can take part if I am a minor

You cannot participate in the US RSoM competition unless you are a legal resident of the US. If you live in the UK, there is a UK competition. If you live anywhere else, you cannot enter the RSoM competitions at this time, but you CAN submit a pitch for publication through normal channels.

Minors are allowed to participate in RSoM, but do need a parent or guardian's signature. I believe minors may also submit for publication with parent or guardian's signature, but it is less likely to be successful, as the demands of high school generally preclude fulfilling a demanding manga contract.
