This is a question of curiousity rather than seeking help, as I don't think I'll ever be a good enough artist to be a manga-ka (I'd like to be a writer though, maybe one day) but anyway.
What does "line over form" mean? I've read it in a few places when talking about manga's style, and why some artist prefer manga to western comics and I'm not exactly sure what it means.

It basically means there is an emphasis on stylization to the characters and correct anatomy and facial features are artistically exaggerated. Such as, big eyes and longer limbs, etc.
